It would definitely make things easier, but is it more or less important than school?

All else being equal, day camp is less important. However, people are desparate for a return to normalcy, and the time for day camp is fast approaching.

If there were an optional combination of day camp and summer school, would that be a return to normalcy?

Yes, that would be a good compromise. Having an hour of learning every day with fun the rest of the day can work well.

Kids don't always go to a day camp affiliated with their own or any school. Learning from a different curriculum wouldn't help them catch up. Preschools are generally pretty similar in the summer to "regular school," so preschoolers are not going to fall behind.
