Paying the fine wouldn't have removed the conviction. Pardoning clears the record.

If she wanted to, she could have paid her fine. She refused to out of principle.

No, I do not think a pardon implies guilt, since many innocent people have been convicted and later pardoned.

Isn't that what a pardon means?
