Is it actually halachically forbidden to hire someone else's cleaning lady?

I've seen this claim many times, that it is unfair and against halacha to offer someone else's employee more money to work for you. This makes sense in some contexts; however, is it accurate as a general statement?

I do think it is wrong and may possibly be stealing.

Why would it be stealing? An at-will employee has every right to accept a better job.

The problem isn't taking the job. The problem is hiring the other person's employee for more money.

Do people mean sneaky forms of poaching or just hiring the employee through the usual channels for a higher amount?
